About the Role: YOUTH WINGS is excited to implement the “Meeting Targets and Maintaining Epidemic Control (EpiC)” project in the Arusha Region. Epic, funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), aims to achieve and sustain HIV epidemic control. In this expansion, we are recruiting a skilled Biomedical Technical Officer to fill a key role in the existing EpiC project.

The Biomedical Technical Officer will provide technical support in the implementation and expansion of integrated HIV/AIDS prevention, care and treatment services in health facilities and communities and beneficiaries targeted by the Project i.e. community-based HIV testing and counseling (CBHTC), pre-exposure prophylaxis (PrEP), HIV self-testing (HIVST), linkage to care, family planning (FP), services for gender-based violence (GBV) victims, and sexually transmitted infection (STI) screening.
This position requires experience in working with mostly at high-risk vulnerable populations programs and the ability to interact well with targeted mostly at high-risk vulnerable populations(beneficiaries), peer educators, navigators and health service providers from the health facilities in a non-stigmatized and non-judgmental manner. Reporting directly to the Programme Manager, the Biomedical Technical Officer will be responsible for the quality delivery of the EpiC project across Arusha. This is contingent on effective coordination, supervision, and structured capacity building of local peer’ groups implemented in Project delivery.
As the Biomedical Technical Officer, the primary focus will be on HIV/AIDS prevention and treatment services. You will lead facility and community-based testing efforts to reach mostly at high-risk vulnerable populations. This includes the following aspects: Facility-Based Testing: He/she will work closely with health facilities to ensure the delivery of high-quality HIV testing and treatment services. This involves supervising health service providers, monitoring the testing and treatment cascade and strengthening retention in care.
Community-Based Testing: He/she will develop and execute strategies for effective community-based testing such as mobile and index testing and Social Network Strategy (SNS) services also including coaching, mentoring and supervising biomedical health care providers to achieve their targets with fidelity.
Major Responsibilities:
• Program Development: Develop and execute a clear program implementation plan for Arusha overseeing health service providers’ field activities.
• Service Coordination: Lead coordination, supervision, and provision of HIV testing and services, PrEP, family planning and more, both in healthcare facilities and communities.
• Cascade Monitoring: Monitor and improve the HIV testing and treatment cascade, focusing on initiation, linkage and retention in care.
• Partnership Building: Collaborate with partners to strengthen care retention and establish a continuum of care between the community and healthcare facilities.
• Community Engagement: Engage health service providers in high-yield testing strategies, including mobile and index testing services in the community.
• Capacity Building: Provide coaching, mentoring, and supervision to biomedical providers to achieve their targets effectively.
• Quality Assurance: Ensure all biomedical services adhere to national standards and project SOPs, including quality control measures. Establish and develop the capacity of QI teams in the design, implementation, and monitoring of QI efforts.
• Training: Participate in training health service providers and collaborate with local authorities and partners.
• Stakeholder Relations: Maintain relationships with local government authorities, implementing partners and stakeholders.
• Data Management: Coordinate with the Data Manager to ensure effective data collection and reporting.
• Commodity Management: Monitor regional supplies of biomedical commodities and ensure prompt procurement to maintain service delivery.
• Reporting: Ensure proper documentation and reporting of service data.
• Knowledge Sharing: Share knowledge, best practices through QI, lessons learned and success stories.
• Ad Hoc Duties: Perform other duties assigned by the line manager.
Person Specification:
• Bachelor’s Degree or Advanced Diploma in Nursing or Medicine with 2-5 years of experience in facility and community-based biomedical and at high-risk populations focused clinical services.
• Knowledge of health and development programs in Tanzania and relevant national guidelines.
• Experience in working with government health teams at regional, district and council levels.
• Strong training and mentorship skills.
• Ability to interact effectively with diverse populations in a non-judgmental, confidential and non-discriminatory manner.
• Strong understanding of results-based management and co-ordination.
• Experience in working with local government structures and systems.
• Flexibility to work under pressure, including weekends and remote areas.
• Proficiency in Microsoft Office.
• Excellent written and oral communication skills in Swahili and English.
