History shows that the Law to re-create this Council was made by combining the Law of the National Arts Council of 1974 and the National Music Council (BAMUTA) of 1974. Various works of art, which are part of the creative industry, are beneficial to the practitioner of that art and to his nation if they are properly protected under the principles of copyright and copyright. Currently, these issues are managed by three different institutions, which are the National Arts Council (BASATA), the Film and Drama Board (BFT) and the Copyright Association (COSOTA).

For a long time, the implementation of the responsibilities of these institutions has had various operational challenges. According to art stakeholders, some of the challenges are the overlap of responsibilities between these institutions, the existence of overlapping charges and those arising from institutions that serve artists placed in different authorities such as the Ministry of Information, the Ministry of Industry and Trade, and TAMISEMI.
In response to these challenges, the Government intends to unite the three institutions and create a single Authority which, in addition to removing the inconvenience for artists, will increase productivity and benefits for individuals and the Nation as a whole.
