45 New Job Opportunities at Mamlaka ya Mapato Zanzibar (ZRA) -Zanzibar Revenue Authority (ZRA)

Zanzibar Revenue Authority (ZRA), is the main agency of the Government The Zanzibar Revolution for the Collection and Management of Local Tax Revenues, established by Law number 11 of 2022. In order to increase the efficiency of Government revenue collection, ZRA intends to fill various leadership positions for ZRA applicants, other employees of the Revolutionary Government Zanzibar, as well as applicants from other institutions with Zanzibar credentials.

The following are the Positions intended to be filled:

1. Commissioners in Revenue Collection Departments and Heads of Divisions 1. LARGE TAXPAYERS DEPARTMENT

RESPONSIBILITIES: To manage the Voluntary Tax payment of large taxpayers of local and international companies, of the Tourism Industry and of the Special Sector; Ensuring the systems of large taxpayers are connected (Integration) with the sales management system for electronic receipts of ZRA i.e. VFMS; Preventing tax evasion methods for companies with relations with companies outside Zanzibar; Designing and managing strategies that will ensure that large taxpayers in Zanzibar pay taxes appropriately and on time. In addition, the Department will be responsible for the management of receipt of tax on time, payment of tax on time, identification and collection of debts of large taxpayers, as well as inspection of correct and timely tax payment.

2. DEPARTMENT OF OTHER INCOME (NON TAX REVENUE)

RESPONSIBILITIES: Managing the payment of Optional Taxes for other Incomes, including Land and Real Estate Taxes, Port Fees, Motor Vehicle Registration, Driver’s Licenses and Road Licenses; Ensuring other income tax payers’ systems are integrated (Integration) with the sales management system for electronic receipts of ZRA i.e. VFMS; Designing and managing strategies that will ensure taxpayers of other incomes pay taxes correctly and on time. In addition, the Department will be responsible for the management of receipt of tax on time, payment of taxes on time, identification and collection of debts of local taxpayers, as well as inspection of correct payment of taxes on time.

3. DOMESTIC TAX DEPARTMENT

In addition, the Department will be responsible for the management of receipt of tax on time, payment of taxes on time, identification and collection of debts of local taxpayers, as well as inspection of correct and timely tax payment. This department is also responsible for ensuring the use of electronic receipts for all local taxpayers. The department will also be responsible for the registration of new taxpayers.

4. DEPARTMENT OF FINANCE

DUTIES: Accounting for all Government Tax Revenues collected by ZRA; Preparing and Managing the Budget and Spending of the Zanzibar Revenue Authority including keeping good control of accounting records; and Managing the permanent resources of the Zanzibar Revenue Authority (ZRA).

6. ADMINISTRATION AND HUMAN RESOURCES DEPARTMENT

RESPONSIBILITIES: Managing the good use of natural resources and providing administrative services, strengthening the best working environment, including office and staff safety, as well as maintaining the Authority’s records. In addition, the Department is responsible for the Development of Forest Resources as well as keeping records.

RESPONSIBILITIES: To manage the activities of the Zanzibar Revenue Authority

Pemba, including Management and collection of Internal Taxes and Other Revenues; Managing the Accounting of all Taxes collected in South Pemba and North Pemba; Managing Information and Communication Technology Systems of ZRA Pemba; and Managing human resources and administration as well as other services.

2. Head of the Legal and Board Activities Division (1 position)

RESPONSIBILITIES: Preparing and Defending Tax Cases in Tax Appeals Boards; monitor and advise on ZRA’s legal issues; and Supervising the implementation of the duties of the Board of Directors.

3. Head of the Tax Investigation and Personnel Ethics Unit (1 position)

RESPONSIBILITIES: To supervise the work of investigation and investigation of intelligence information (Business Intelligence) of Taxpayers and identify fraud and tax evasion; and manage and control issues of corruption and morals concerning ZRA employees.

4. Head of the Division of International Taxes and Technical Issues (1 position).

RESPONSIBILITIES: To strengthen and improve the implementation of international and regional tax agreements and policies; and interpreting Tax Laws, Tax Decisions, Legal Instructions, and Managing the Resolution of tax objections.

  • Head of the Purchase and Disposal of Public Assets Unit (1 position)

RESPONSIBILITIES: Supervise the purchase of various equipment needed by ZRA in carrying out its duties and the removal of obsolete equipment.

  • Head of the Division of Information, Relations and Customer Service (1 space).

RESPONSIBILITIES: Promote and build a good image of ZRA to the community and be a spokesperson for ZRA in front of the community.

QUALIFICATIONS OF APPLICANTS

1. COMMISSIONERS, DIRECTORS AND HEADS OF UNITS (HEADS OF DEPARTMENTS AND UNITS)

1. Basic Characteristics

a. Education and Experience

i. He should have a degree in a field related to the relevant area

ii. Have at least seven (7) years of work experience, including;

• At least four (4) years at the leadership level;

• At least three (3) years in the implementation of duties; similar to the job he is applying for

b. Competence and Personal Attributes of the Applicant

The applicant must have the following qualifications;

xi. Have the ability to work at any time within twenty-four (24) hours of the day.

c. Additional Features

i. He should have an additional certificate in his field (Professional qualifications for example CPA, ACCA, CCNA, CSI etc.)

ii. Demonstrate professionalism in effective performance

iii. Demonstrate a record of productive work performance

APPLICANTS FOR POSITIONS OF COMMISSIONERS, DIRECTORS AND CHIEFS

THE UNITS ARE ZRA Applicants, other employees of the Revolutionary Government of Zanzibar, as well as applicants from other institutions with Zanzibari credentials.

2. MANAGERS (HEADS OF DIVISIONS AND HEADS OF REGIONS)

a. Basic characteristics

i. Have a degree in a field related to the relevant area;

ii. Have at least five (5) years of work experience, including;

• At least two (2) years at the leadership level;

• At least three (3) years in the implementation of duties; similar to the job he is applying for

b. Competence and Personal Attributes of the Applicant

The applicant must have the following qualifications;

i. He has never been convicted by a court of law for a criminal offense or taken disciplinary action for an offense or charged with dishonesty, dishonesty or abuse of office;

ii. Must not be accused or involved in any form of corruption or tax evasion;

iii. Awe is a hard worker with the ability to lead and manage

Division in achieving set goals;

iv. He should have understanding and ability to analyze and give advice related to various policies and guidelines of the Authority;

v. Be able to produce and manage the budget

The relevant division;

v. He should be able to think quickly and give suggestions on the best way to solve various challenges and the best way to improve the Government’s collections;

vii. Be able to go the extra mile to ensure the Division’s goals are met on time;

viii. He should be able to lead a team and build good relationships with employees and other stakeholders of the Authority.

ix. Have the ability to work at any time within twenty-four (24) hours of the day.

c. Additional Features

i. He should have additional certificates in his field (Professional qualifications such as CPA, ACCA, CSPC, CCNA, CSI etc.)

APPLICANTS FOR THE POSITIONS OF COMMISSIONERS, DIRECTORS AND HEADS OF UNITS ARE ZRA Applicants, and other employees of the Revolutionary Government of Zanzibar.

Qualified applicants must submit their application accompanied by academic certificates, two photographs (2 passport size) and a copy of the Mzanzibari ID card. Applications should be submitted by hand (physically) within working days and hours at the ZRA offices located in Mazizini-Zanzibar, first floor, room number 127 no later than March 30, 2023, at five in the evening. Submission of applications for more than one position will not be considered.
