What is the opportunity?
Established in Tanzania in 2013, Water Mission Tanzania (WMT) is growing and now numbers about 52 staff with three offices in three locations; the main office in Dar es Salaam and regional offices in Kasulu, Kigoma Region and Dodoma. WMT is seeking a suitable candidate to fill the position of Program Design Manager to be based in Dar es Salaam, with occasional travel to the field. The person in this position must possess a heartfelt passion for our mission. This position reports directly to the Tanzania Country Director.
A successful Program Design Manager will:
- Provide direction, oversight, supervision, coaching, review, and assistance to Water Mission Tanzania Community Development staff across multiple offices and locations in Tanzania, including Community Development Coordinators, WASH staff, volunteers, safe water committees, and other local implementing partners in areas of WASH software programming, implementation, monitoring, sustainability and evaluation as per Water Mission standards.
- Lead a team of community development coordinators, community development staff, and volunteers in a manner that promotes Water Mission’s mission, vision, and values.
- Help train and facilitate a culture of capacity building and learning for the team.
- Help develop and support WMT’s “Utility” model in rural water projects throughout Tanzania.
- Provide business plan contribution and development and market-based planning for sustainability modeling on WMT programs.
- Help update and develop WASH programmatic strategies in WMT programs.
- Help develop and support WMT’s strategy around private connection scaling in WMT.
- Work with the MEL Team in carrying out a culture of results-based learning in programmatic development and implementation.
- Support the overall strategic planning/direction and ensure constructive engagement and communication with the senior management team at WMT.
- Provide training and professional development for Community Development staff to improve their professional capabilities.
- Help develop and implement sustainable sanitation programming for WMT.
- Support the overall strategic planning/direction and ensure constructive engagement and communication with the senior management team at WMT.
- Lead community development staff to ensure their contributions to meeting all the key program performance indicators in the areas of reporting, financial accountability, and time sheets by staff under supervision.
- Lead conversations with the Tanzania Ministry of Water and RUWASA to provide support and feedback on policies and guidelines that lead to sustainable Water and Sanitation systems in Tanzania.
- Collaborate with Water Mission’s headquarters Program Development team to carry out Water Mission’s global strategy.
- Other tasks as may be assigned.
What is required?

- Masters Degree in Community Development, Social Work, Business Administration, or related field.
- Experience of at least seven years in managing teams in Community Development or social work.
- Experience in WASH programmatic development and implementation.
- Experience in business plan development and market-based program design.
- Proven leadership skills.
- Strategic and Innovative thinker.
- A level of impeccable integrity and stewardship that demonstrates to those who invest in WMT a sense of security and trust that their gifts are well used and invested.
- Excellent computer skills.
- Excellent written communication and presentation skills.
- English fluency.
- Driver’s license.
- Must be standards and detail-oriented with the ability to plan ahead.
- Should be willing to travel to remote places, including occasional trips abroad.
- Experience with financial sustainability planning and/or project management is preferred.
- Legal authorization to work in Tanzania without sponsorship.
