Operations Director
ICF is seeking a Director, Operations to lead operations for a $300 million-dollar division. In this position, you will work with the Group Operations Lead and Division Leader on all operations-related initiatives and resolve critical program and internal delivery challenges.
Your primary goal is to efficiently and proactively address internal operational needs so that the division can achieve financial targets while leadership maintains an external focus. You will join a Division and Group with ambitious growth goals.
This position will be a hybrid position based in Rockville, MD or Reston, VA with limited domestic travel.
Key Responsibilities:Â
- Oversee business operations by working closely with the Division Leader, Line of Business Leaders, and Division Business Manager to closely monitor financial performance against targets and proactively address operational and delivery performance challenges.
- Work with HR to develop and implement comprehensive staffing, recruitment, and retention initiatives and strategies to maintain needed staffing and profitability.
- Support the implementation of innovation and collaboration initiatives into daily operations.
- Work with ICF’s Learning and Development team and the Group’s Project Management Office (PMO) to ensure front line managers have the operational, financial, and business skills needed to effectively manage our people and contracts.
- Review, support, and help enhance our risk management and contract performance approaches by working closely with the Group Operations staff and Division Leaders.
- Establish and document processes, requirements, and best practices
- Support country office start up and close out in international locations as required
- Coordinate closely with Corporate International Operations function and project-focused staff engaged in supporting financial and operational efforts within active international projects to ensure project teams are getting the support needed and operations are consistent with ICF Corporate Policies.Â
- Interface with international HR resources, compliance, and internal/external legal counsel, as needed.
- With the Group’s Operations Lead and support staff:
- Streamline and automate Division operations to maximize delivery effectiveness and cost efficiencies.
- Collaborate with ICF’s corporate business services (contracts, procurement, recruiting, facilities, etc.) to ensure program staff are receiving appropriate support in a timely and effective manner
- Facilitate, manage, and improve the division’s project management review process
- Monitor client satisfaction scores; identify trends, celebrate successes, and resolve issues
- Manage communications – including all-staff meetings, newsletters, emails, and SharePoint sites
- Coordinate corporate data calls and follow up on compliance issues
- Lead and/or contribute to the successful transition of large new wins
Qualifications and Preferred Skills/Experience:Â Â
- 10+ years of overall relevant experience with progressively advancing decision-making authority
- 10+ years of experience working with Contracts, Procurement, Recruiting, Facilities, and other internal corporate support services
- 3+ years of project and resource management experience
- 3+ years of experience designing and implementing process-related templates and tools
- 1+ years of experience working with international project teams
- 1+ years of experience in the design, analysis, and communication of metrics that help manage and improve the business
