Mines to Markets (M2M): The Mines to Markets Signature Initiative of the Pact helps communities that rely on minerals to experience long-term advantages from the more sustainable use of the natural resources in their immediate environment.
Position Overview
The U.S. Department of Labor’s Bureau of International Labor Affairs is funding the recently awarded Watoto Ni Hazina (or Children Are Treasure) Project, and Pact is looking for a skilled and seasoned MEL Officer to play a key role in it.
Key Responsibilities
Specific duties to be carried out by the successful candidate may include:
- In order to efficiently monitor, inform, and improve the execution and impact of the USDOL-funded project, lead the design and implementation of M&E systems.
- Developing, putting into practice, and managing project M&E systems from the start of the project until its conclusion
- Organizing and overseeing a range of research projects, including case studies, baseline studies, labor force surveys, performance reviews, and studies pertaining to gender and diversity.
- Create and oversee a variety of disaggregation factors, such as age and gender, for participant tracking and database systems.
- Oversee the creation of M&E and performance monitoring strategies, as well as the design of indicators, target setting, reporting, and database administration.
- Create and manage data gathering instruments; carry out data processing, analysis, cleaning, and entry.
- Oversee and continue to train other members of the M&E team. Two or more Tanzanian sub-recipient organizations and field officers
- Follow the project director’s instructions and communicate with USDOL. Travel to Washington, DC, once a year may be part of this job.

Basic Requirements
- A bachelor’s or master’s degree in economics, public policy, international development, statistics, demographics, or a similar discipline. Preferred qualifications include ten (10) years or more of relevant work experience, or a master’s or bachelor’s degree plus an advanced certificate in M&E, statistics, economics, or international development.
- At least five years of work experience in a senior M&E role that oversees the execution of M&E initiatives for international development projects.
- Four years or more of management experience
- The capacity to treat a variety of extremely vulnerable groups with dignity and humility.
- The ideal applicant would have specialized knowledge of issues related to forced labor or child protection.Please make sure that your submission explicitly mentions any experience with forced labor or child protection.
Although the focus of this initiative will be ASM communities, no prior mining experience is necessary.
The candidate’s expertise and qualifications will determine the remuneration, which is in line with local office salary scales.
