Reporting to the Program Director, the Regional Representative East and Southern Africa is responsible for the quality of planning, development, implementation, administration and financing of programs and operations in the countries of intervention in the region (Eswatini, Ethiopia, Tanzania, Uganda, Zambia) in order to advance gender equality and the rights of women and girls. The incumbent supervises the staff of the East and Southern Africa regional office and collaborates with their counterparts from other Crossroads’ offices in Africa (Ghana,
Senegal). The East and Southern Africa Regional Representative also ensures that Crossroads International develops and maintains high visibility in networks relevant to its sectors of intervention and establishes relations with governments, civil society, the private sector, and donors. One of the key tasks of this role is to work closely with Crossroads teams in Canada to support the work of the different departments and coordinate their efforts for the operations in Africa. In particular, the East and Southern Africa Regional Representative works directly with the Manager – VCP Program Impact and the Manager – Volunteer Mobilization as well as with the Senior Manager, Philanthropy and Public Engagement and the Manager – Institutional Funding Development.
The ideal candidate will be personally aligned with Crossroads’ vision of ONE WORLD where poverty is eliminated, equality prevails, and the rights of women and girls are fulfilled.
HOW YOU WILL MAKE AN IMPACT
1. Program Development and Management (60%)
Under the supervision of the Program Director, the Regional Representative East and Southern Africa ensures the strategic and consistent development and implementation of programming in the region. More specifically:
• Oversees the development, implementation, monitoring, evaluation and reporting of ambitious and relevant programs and projects in the areas of women’s and girls’ rights, gender-based violence, women’s leadership and girls and women’s economic empowerment through a holistic approach in accordance with Crossroads International Strategic Plan;
• Ensures that Crossroads has effective and efficient systems in all the countries of the region for security management, monitoring and evaluation, recruitment and management of volunteers, human resources management, administration
and finance as well as for information technology in accordance with Crossroads’ standards and procedures;
• Contributes to Crossroads’ communication strategy in East and Southern Africa in coordination with Crossroads’ Public Engagement team in Canada;
• Ensures the implementation of Crossroads’ program development and resource development strategy in East and Southern Africa in accordance with Crossroads’ protocols and procedures.
2. Staff Management (20%)
• Effectively manages and supports the staff under their supervision (Regional Program Officer, Regional Administration and Finance Manager and others if applicable) in accordance with the human resources policy and the performance management procedures of Crossroads;
• Ensures that the individual and collective development, training and support needs of the staff under their responsibility are identified and met;
• Ensures that the East and Southern Africa regional office team collaborates and effectively supports teams of volunteers responsible in countries where there are no Crossroads International offices – Program Support Advisors and
Volunteer Support Advisors (Eswatini, Ethiopia, Tanzania, Uganda, Zambia).
3. Administration, Finance and Volunteer Management (20%)
• Collaborates with the Program Director in the annual budgeting process for the region;
• Coordinates and supervises the annual planning of the number of volunteers for the countries of the region;
• Ensures that Crossroads’ budget and the volunteer planning and delivery cycle are understood and effectively implemented by the staff of the East Africa regional office, and the teams of Canadian volunteers in countries where there is no Crossroads International office (Eswatini, Ethiopia, Tanzania, Uganda, Zambia);
• Ensures that staff of the East and Southern Africa regional office and the teams of volunteers responsible in countries where there is no Crossroads office understand and respect all stages of the volunteer journey, administration and logistics, policies and procedures, health and safety measures, and volunteer risk management;
• Ensures the establishment of a culture of partnership between volunteers and East and Southern Africa office staff.
WHAT YOU BRING TO CROSSROADS
• Postgraduate university education in a relevant field (international relations, project management, administration, etc.) or equivalent by work experience;
• Experience of at least five years in management of projects or programs in a developing country, or as part of an international cooperation project;
• Ability to think and plan strategically and a proven ability to lead and inspire teams to do the same, and to develop project ideas;
• Proven experience in developing, managing and reviewing complex budgets from various funding sources and in accordance with all internal and external contractual obligations;
• Strong analytical skills and the ability to communicate complex issues;
• Proficiency in technologies, including SharePoint, Microsoft Office suite and financial systems;
• Knowledge of East and Southern African countries and the context in relation to the rights of women and girls, in particular gender-based violence, leadership and economic empowerment;
• Experience in managing development projects funded by Global Affairs Canada (asset);
• Possess excellent oral and written communication skills in English (French an asset);
• Willingness and ability to travel regularly to countries in the region and occasionally to Canada.
• Contributes to all organizational goals and objectives;
• Ensures that all areas of responsibility are executed in accordance with Crossroads’ mission, strategic priorities, policies, standards and systems;
• Works closely with members of the Programs Department;
• Works collaboratively with a variety of cross-functional teams to achieve organizationwide goals.
