These chiefs worked according to the wishes of the colonists. In order to strengthen the protection in the area of these chiefs, there were guards who were called Chileans, with their work they ensured that the Chief was in a safe state, so they were given places to live next to the chiefs. One of the duties of the Chiefs was to collect taxes (Poly Tax). However, in the fifties, the chiefs failed to meet the needs of the colonists, so under them were established the Lao whose main task was to collect taxes. For this period, they are replaced by Divisional Secretaries. During the era of the chiefs, there was an Area Commissioner (AC) who was otherwise called Mr. Counsel because they were the Magistrates at the district level. DUTIES AND RESPONSIBILITIES
Checking the vehicle before and after the trip to determine the vehicle’s safety condition;
Sending employees to different places on business trips;
Doing small car repairs;
Collecting and distributing various documents;
Filling and keeping information of all trips in the trip book;

QUALIFICATION AND EXPERIENCE
The applicant must have a Form IV Certificate and a Class E or C driving license that he has worked for at least one year without causing an accident. He must have attended basic Vocational Training (VETA) or another College recognized by the Government.
