Geospatial Data Management Specialist Jobs at GIZ Tanzania protects some of the largest and most important ecosystems in the world. They are highly relevant for the conservation of global biodiversity, large wildlife populations and recovery of small, isolated wildlife populations. In recent years, human-wildlife conflicts (HWC) have become a serious problem. In the face of a rapidly growing human population, demand for land and natural resources for livestock, agriculture, and infrastructure has increased. Most of historically viable wildlife corridors, migratory routes, dispersal areas and buffer zones have been encroached. This has led to a higher exposure of people and their livelihoods to wildlife damages. In the fringes of protected areas and wildlife corridors, there has been a sharp increase in property damages and personal injuries from wildlife, e.g. in the Ruvuma Landscape making these areas HWC hotspots. The joint Tanzanian-German cooperation project “Mitigation of Human-Wildlife Conflicts in Tanzania “aims to improve the management of HWC by key actors.

Geospatial Data Management Specialist Jobs at GIZ

Monitoring is critical to effective adaptive management of HWC. The Wildlife Division in the MNRT manages a National HWC Monitoring Database. The National HWC Monitoring Database enables the MNRT to update the picture of spatial trends and hotspots of HWC around the country to guide adaptive management and prioritization of resources. Data collection in the field and transmission to the central database will be facilitated by the Problem Animal Information System (PAIS) Technology. Data on HWC incidents are collected at the village level using smart gadgets (tablets/ smartphones). The Database will also be used to identify risk factors for wildlife impacts in conflict hotspots to inform HWC management. The locations, demographic groups, and activities most at risk of wildlife attacks should be identified for each species, in order to inform safety guidelines and zoning. Similarly, the risk factors for crop loss and livestock depredations should be analyzed to inform mitigation measures, land use planning, and zoning. 

Mitigation of Human-Wildlife Conflicts in Tanzania project intends to hire a result oriented Geospatial Data Management Specialist who will deal with all Geospatial data management functions of the project and make improvement to widen the scope of PAIS database so that it can perform the HWC envisaged functions.

Responsibilities Technical and Advisory Support to Wildlife Division of MNRT

  • Provide technical support to the Wildlife Division of MNRT on data management (collection, quality control, analysis, mapping, and reporting) using up to date and current GIStechnologies, PAIS and other relevant tools e.g. for habitat modelling;
  • Advise the Wildlife Division of MNRT on the further development of the National HWC Monitoring Database including its interfaces with other relevant databases from Government and Non-government sources in relation to SO6 of the National Human-Wildlife Conflict Management Strategy (e.g. design of web based interactive platform for sharing information, knowledge, tools and experience for monitoring and evaluation of wildlife movements);
  • Develop guideline framework for application of GIS for practices in sustainable management of HWC in village lands.
  • Assess the Geospatial data management capacity needs of MNRT/ Wildlife Division and propose a short/medium- and long-term capacity development plan to strengthen existing capacity and other GIS-related support for development of national spatial database for the management of wildlife across different levels of protection.
  • Provide training and mentoring of Wildlife Division technical staff and capacity building activities of stakeholders involved e.g. in data collection and database management;
  • Design various plugins for PAIS database improvement
  • Adhere to the Tanzanian data security regulations and guidelines. 

Coordination and Knowledge Management

  • Contract management according to GIZ processes and rules (drafting terms of references, steering consultancies, quality check of products)
  • Ensure knowledge transfer to MNRT and GIZ teams and information about the project.
  • Develop ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures.
  • Draw up maps, reports and presentation documents.
  • Prepare appropriate input for various project reports including annual reports and contribute to other reports required by the programme manager.
  • Participate actively in GIZ Project Team meetings.

Required qualifications

  • Bachelor’s degree in Geographical Information Systems (GIS), Remote Sensing, Geospatial studies, or related studies from a recognized institution 
  • Minimum of five years’ experience on data management (collection, quality control, analysis, mapping, and reporting) using up to date GIS-technologies, remote sensing, land cover/ land use mapping/ planning/ modelling (e.g.: ArcGIS Desktop, ArcGIS Pro, Survey 123, Kobo Collect App, ODK and SMART, QGIS)
  • Proven work experience on planning and coordination of GIS and data management activities and consultancies; methods and procedures for input, processing, and output. 
  • Proven experience on implementing technical trainings related to GIS services. 
  • Previous working experience with Government institutions/ Development Partners would be a plus.

Other knowledge, additional competences

  • Excellent communication skills in English and Swahili and ability to interact effectively with team members of GIZ/MNRT, focal points in the project region and external stakeholders.
  • Ability to work independently with limited day-to-day supervision, but with a strong commitment to achieving goals and meeting deadlines and ability to pay close attention to details.
