Background and Essential Functions: The Tanzania Commission for Universities (TCU) is a corporate body established on July 1, 2005, under the Universities Act 2005 (Chapter 346 of the Laws of Tanzania), with the mandate to recognize, approve, register, and accredit Universities operating in Tanzania, as well as local and foreign University level programs offered by registered higher education institutions.It also coordinates the appropriate operation of all university institutions in Tanzania in order to create a countrywide higher education system.
The Tanzania Commission for Universities took over from the old Higher Education certification Council (HEAC), which was created in 1995 under the Education Act of 1995 with the legal mandate to govern the formation and subsequent certification of private university institutions in the country.Because it was limited to private universities, such a mandate was deemed unfavorable for promoting a robust public-private cooperation in higher education, as established in the 1999 National Higher Education Policy.

In Tanzania, accreditation signifies that an institution has fulfilled or exceeded minimal quality criteria. For any institution to be recognized, the Commission must be satisfied that it has appropriate physical, human, and financial resources, a viable academic program, and a competent governance structure.
